It says "sudo will check the ownership of its timestamp directory (/var/run/sudo by default) and ignore the directory's con-tents if it is not owned by root and only writable by root."

If it is owned by root and only writable by root?

Should probably have been

if it is not owned by root, or writable by any other user besides root.

I can see how the wording could be confusing; I'll clarify it for the next release.
