I think the correct grammar for the User Specification should be :

User_Spec ::= User_list Host_List '=' User_List? Cmnd_Spec_List (':' User_Spec)*

Instead of :

User_Spec ::= User_list Host_List '=' User_List Cmnd_Spec_List (':' User_Spec)*

Or maybe the User_List after the '=' shoudn't be there at all??

Yes, I think the second User_List should just be removed.
The manual in the next release will
have this fixed.
