When creating new terminal, new window in 'screen' or a new login and running sudo it requires password though in terminal where the password entered less than 'timestamp_timeout' minutes ago sudo doesn't.
System: Gentoo Linux amd64 sudo-1.7.4-p4, Gentoo Linux amd64 sudo-1.7.4-p3-r1.
All previous versions of sudo work fine.
I have rummaged all Internet, but the decision haven't found.
I believe that it not is the new concept of sudo, because someone uses difficult passwords and such approach is impractical. So, I think this is a bug...

Beginning with sudo 1.7.4, the tty_tickets sudoers option is on by default.  This means that there is a separate ticket file for each terminal.  If you add the following to your sudoers file it will restore the old behavior.

Defaults !tty_tickets

Oh no! Same all was in the manual page.
Very much I am sorry for the carelessness and laziness.
Perhaps, I should disassemble cases when tty_tickets are necessary.
