The documentation contains the following confusing incorrect sentence:

"The basic structure of a user specification is `who = where (as_whom) what'."

The placement of '=' in the sentence above does not coincide well with User_Spec EBNF production rule.

The placement of the '=' will be fixed in the next sudo release.
