This appears to be a bug in whatever man to html converter die.net is using.  It is not present in either the actual sudoers manual or in the html version on sudo.ws. You can compare the die.net version to https://www.sudo.ws/man/sudoers.man.html (or to the sudo 1.8.6 version https://www.sudo.ws/man/1.8.6/sudoers.man.html which appears to be what die.net has).

The version on die.net has a large number of formatting errors that likely stem from the man to html converter they use.  I suggest you take it up with them or just read the correctly formatted version on sudo.ws, which uses the mandoc utility to convert the manuals to html.
