Document that env_delete only works when env_reset isn't set

Hi

Gioele Barabucci requested in Launchpad bug https://bugs.launchpad.net/ubuntu/+source/sudo/+bug/314544 to document that env_delete only works when env_reset isn't set.  I'll attach a patch to sudoers.pod to do this.

NB: the diff is against CVS and I rewraped the paragraph which is why the changes look to long, but I only touched the first sentend.
