Ideally sudo could use the default locale for the system but there is no portable way of determining that.  It is probably safest to just use ctime().

Sudo 1.7.5 will do logging and email sending are in the locale specified by the "sudoers_locale" setting ("C" by default).  Email send by sudo will include MIME headers when the sudoers locale is not "C".

Fixed in sudo 1.7.5 and 1.8.0.
