Patch configure.ac --with-sasl

Please, add the ability to compile sudoers ldap without sasl support when sasl library installed

Options:
--with-sasl - force SASL support
--without-sasl - disable SASL support
If none of this supplied - autodetect SASL support

I've made a similar change but used --enable-sasl / --disable-sasl instead.

Sudo 1.8.21 is out now and supports --disable-sasl in configure.
